I wonder if #Telco's and ISP's give poor network service on occasion because they want to _persuade_ users to reboot. 

I've just rebooted a remote 4G router, because of awful network packet loss, and it's come back OK  ( phew!) and the IP address has changed to a completely different network  etc..
